"I am writing to ask if there would be an option for persons or groups to request the use of a billboard at a "low-cost" or "no-cost" fee. I wish to present a public-service message on a billboard in the Charleston area, along the I-26 right-of-way. This is no way beneficial to myself or anyone connected with me, either personally or in business. This is a message that applies to everyone in the Charleston Tri-county region, whether they travel this particular route, or not. The message I wish to "post" has to do with traffic congestion in Charleston, especially along I-26. This also applies to thoroughfares which parallel the Interstate, and "feeder" roads, such as Ashley Phosphate Rd., Remount Rd. and Aviation Ave. My message is that Charleston is becoming more congested along its state highways and local roads. I-26 is long-past achieving its maximum capacity. There is no plan, as far as I can see, to alleviate the increasing "gridlock" which now cramps traffic flow on long stretches of roadway on a daily basis and several interchanges from downtown Charleston up to Ashley Phosphate Rd.; in the near future, this will possibly extend to the I-26 - Ladson exit. With the ever-increasing population and industrial elements who are buying property and opening large tracts of land to employ hundreds, even thousands of employees, traffic congestion is becoming a critical issue in preserving adequate traffic flow for individuals and trucks carrying heavy cargo. Beyond routine traffic, there are frequent traffic accidents, road construction, repair and other blockages that tie-up traffic for hours at a time. I have a viable plan to overhaul the Tri-county region with a far-reaching plan to revamp traffic flow. My "unofficial" plan would require years to complete and cost up to 1 billion dollars. The alternative would be to ignore the "red flags" now before us and hope for the best. This "solution" has never worked; it merely delays the inevitable to a time when it will be even more expensive and consume much more time to undertake such a monstrous project. It would be a very expensive project right now and require years to finish. But the alternative is much worse. Would it be possible to post a brief message on a billboard along I-26 for several weeks? I admit I have limited financial resources. I am over 70, unemployed and living solely on Social Security. I admit I am asking for a generous "hand-out" to make this happen. I must reiterate that the message I wish to present is not for my benefit, or for anyone with whom I have a personal or business relationship. I want to do this for the Charleston area. I have lived here for 50 years. I like it here; I want Charleston to grow and thrive to everyone's expectations. To do this, Charleston needs the combined ambition and determination of everyone to "pitch-in" on such an expensive and long-lasting project. The only way it can work is for everyone to be "on board" and willing to support the efforts of a massive overhaul of present conditions and remake the area into a marvel of cooperation that climaxes in an extraordinary system that not merely solves present traffic issues, but can "grow" with the community and expand services as needs evolve. I can offer a sample of the message I would like to post on one of your billboards, on your request. It would be formatted in a simple "text-only" configuration. There would be no need for special coloration, photographs or other custom features. It could be posted in a "black-on-white", or other "one-color" scheme. Thank you for your consideration."
